NEW YORK STATE RULE MODIFICATIONS - 2007/2008

GIRLS ONLY MODIFICATIONS (NEW FOR 2007/2008)

  1.    Page VR-172, Signal 1 — Point (Winner of rally)

"Extend the arm in the direction of the team that will serve next (palm perpendicular to the floor)."

MODIFICATION: Raise the forearm with the index finger extended upward. Use the hand on the side of the team that won the rally.

NOTE: This is the same signal that was used last year.

"A team will be allowed to take laps around the court even if the opposing team is on their own half of the court. This should only be done at the beginning of the shared court time and referees should carefully monitor this situation."

NEW FOR 2007/2008:

PAGE 49, 9.1.2.1 - Pre-Match Warm-Up Activities

A team's pre-match warm-up activities, including laps, are confined to its team area whenever:

9.1.2.1.1 Both teams are in their respective team areas; and 9.1.2.1.2 The teams are sharing the court per the warm-up protocol.

NEW YORK STATE VOLLEYBALL MODIFICATIONS PRIOR TO 2007

The following modifications have been approved by the volleyball committees for high school volleyball. There are NO "waivers" to any of these modifications!

BOYS' AND GIRLS' MODIFICATIONS

  1.  The sportsmanship card will be read at the captain's meeting the first time either referee officiates for that team.

  2.  The sportsmanship card will be read any at sectional and regional contest.

  3.  A referee will not remove any expelled or disqualified team member from the team or spectator areas. Sanctions will be given to the head coach for any further disruptions caused by an expelled or disqualified player.

  4.  An individual yellow card (IYC) may be issued to a player for a minor self-directed unsporting offense. A coach may never receive an individual yellow card.

  5.  The only type of barrette that is legal is a "flexible" barrette.

  6.  Jewelry is NOT permitted at any time (including the warm-up period). This includes "non-visible" jewelry (tongue studs, navel rings, etc.) Hair ties worn on the wrist are considered jewelry (string bracelets). Note: If a player is wearing tape on the ear, you have the right as an official to ask if jewelry is under the tape. You do not have the right to ask any player to remove tape.

Note: If a player is wearing tape on the ear and informs you there is no jewelry under the tape, if the tape falls off during play and reveals jewelry, the team is sanctioned with a team delay (TYC) and the player is sanctioned with an individual red card (IRC).

  1.  NO high school students (or younger children) should be on the volleyball court participating in any type of warm-up activities or participating as a line judge unless they are wearing proper footwear (sneakers). They are also to NOT be wearing any jewelry.

  2.  The pre-match protocol will start with the captain's meeting and be followed by shared court time. The length of this shared court time will be determined by sectional policy. There is NO shared hitting or serving during any warm-up period including tournament play. The pre-match protocol will then have six minutes for the serving team to be followed by six minutes for the receiving team.

Note: The clock for the warm-up period will start at the conclusion of the captain's meeting. This clock should NOT be stopped unless there is an unusual situation (examples: an injury occurs, an antenna falls to the floor, lights go out in the facility, etc.)

MODIFICATIONS FOR GIRL'S VOLLEYBALL PRIOR TO 2007

  1.  Officials should arrive 30 minutes before the start of a match for regular season play. It is understood that officials will do their best for matches that start early. Officials should arrive 40 minutes before the start of a match for post-season play.

  2.  All games of a match are 25 point games.

  3.  Teams will switch sides at 13 points in the deciding game.

  4.  The number of team substitutions will be 18. (Notify the head coach at the 15th, 16th, 17th, and 18th substitution.)

  5.  Attack line extensions are not required.

  6.  The team that does not have exclusive use of the court will be allowed to warm up in their team area as long as they remain at least 2 meters away from the court boundaries and they do not interfere with the team that has exclusive use of the court.

  7.  An individual may have a different number when changing from a team uniform to a Libero shirt. A Libero shirt may not be passed among teammates. There should be no duplicate numbers.

  8.  If uniform specifications are not compliant, these procedures will be followed:

  9.  Notify the coach of the team at fault of the violation. The team will attempt to legalize the uniform of the team member(s) in question;

  10.  If the uniform at fault can not be legalized, meet with the opposing coach to determine whether a protest will be filed;

  11.  If no protest is filed at that time, no future protest will be accepted on this issue during this match;

  12.  If a protest is filed, follow protest procedures and play the match.

(The Libero uniform is exempt from this modification.)

MODIFICATIONS FOR BOYS' VOLLEYBALL PRIOR TO 2007

  1.  The officiating sequence of signals and sanctioning procedures will follow the women's NCAA format.

  2.  The NYSCVOA scoresheet will be used for all sets.

  3.  All sets of varsity and junior-varsity contests will be 25 point sets.

  4.  Teams will switch at 13 points of the deciding set.

  5.  The number of team substitutions will be 18. (Notify the head coach at the 15th, 16th, 17th, and 18th substitution.)

  6.  Time outs will be 1 minute in length with early termination if both teams are ready to play.

7- The requirement for the centering of numbers on the front and back of the uniform will go into effect on September 1, 2009.
