NYSCVOA POINTS OF EMPHASIS - 2007/2008
PROFESSIONALISM
Neither referee should be wearing a visible cell phone, pager, or any other piece of electronic equipment. Individuals participating in a warm-up activity should not be allowed to use any electronic equipment involving headsets.
Neither referee while in uniform should be discussing the strengths, weaknesses or strategy used by a team with any other coach, school official, or parent.
Neither referee while in uniform or at a volleyball site should show signs of affection toward a coach such as hugging.
PROTOCOL
The meeting with team representative(s)/captain(s) should be held prior to the start of the warm-up period.
Timing for the warm-up period should begin at the conclusion of the team representative's/captain's meeting and the timing device should NOT be stopped unless there is an unusual situation (i.e. injury, problems with equipment, unsafe floor conditions, etc.).
Allow teams a brief visit with their coach at the end of the warm- up period or after introductions have been completed. The first referee should then direct the teams to their end line and whistle/signal the teams to enter the court. Teams should not be huddling again at this time.
The second referee with the assistance of the scorekeeper should verify positioning of the teams. Please note that there should be only one scorebook at the scorer's table. The visiting team has the right to have someone sit at the scorer's table to watch the scorekeeping. All other scorebooks should be kept at the team benches.

Teams should immediately change courts at the end of a non- deciding game moving in a counterclockwise motion. Team members on the court at the conclusion of a game should retrieve their belongings after they have changed courts.
The second referee should give a warning whistle when there is thirty seconds left in the time period between games. The second referee should approach teams still in a huddle near the end of the three minute period between games and urge them to enter the court. Teams should be on the court ready to play at the end of the three minute intermission between games. Team(s) should be sanctioned with a team delay (TYC) if this procedure is not followed.
NYSPHSAA
There is NO roster limit for regular season and sectional level of
play.
A participant/coach must provide a letter from NYSPHSAA for any device worn during competition beyond the scope of the rulebook.
NCAA INTERPRETATION
Situation: Team A's Libero replaces #22. The Libero rotates to the left front. Team A's # 3 replaces the Libero. The coach informs the second referee that #22 has left the facility and is unable to participate. The officials allow this action without penalty.
Ruling (from Marcia Alterman, NCAA Interpreter). The officials should allow this action to occur without penalty. It is not the official's job to find out why #22 left the facility.

NYSCVOA INTERPRETATION
Situation: A player from Team B yells out "jump serve" just as a player from Team A tries to execute a jump serve.
Ruling: This is not illegal and should not be sanctioned. Team members should be allowed to call out to each other indicating the type of serve that is taking place.
PROTEST PROCEDURE e
Disagreements with interpretations of the rules must be brought to the attention of the first referee before the first service after the play in which the disagreement occurred. If a protest lodged by a captain/coach cannot be resolved by consulting the rules book, the facts are recorded on the back of the scoresheet for that game. Protest facts to be recorded include:
Score of the game at the time of the protest.
Players in the game at the time of the protest and their positions on the court.
Player substitutions and team substitutions made before the protested situation.
Team timeouts charged before the protested situation.
A synopsis of the situation that caused the protest, including which rule was violated or omitted or which penalty was improperly assessed.
Signatures of the scorekeeper, both playing captains, and
the first referee, indicating the facts have properly recorded. Note: A photocopy of the scoresheet at the time of the protest may be used in place of recording items a through d.
